Has TCM changed the Female voiceover for TCM news?  Also, does anyone know who the person was that did thes headlines last year?

It is usually actress Stephanie March that does the voice over for the monthly TCM News. She used to start as ADA Alexandra Cabot on Law and Order: SVU. Occasionally she is not available and TCM brings in another actress to sub for her. But, usually it is Stephanie March.
