It doesn't look like Dietrich to me. Maybe she isn't an actress.
Those eyes (or eye; we can only see one) can't belong to anyone else: it is Dietrich, who was a fervent anti-Nazi, worked tirelessly selling U.S. war bonds and entertaining our troops in foreign theaters of war.

It makes perfect sense that she'd have met FDR at some point and that the meeting would have been documented on film.

After reading your post, I did a lot of internet research on this, but I never could get any solid confirmation one way or another.

This is supposed to be a photo taken in Baltimore the next day, Dec. 30, 1940. It looks like she might be wearing a similar hat, with a veil. Also, a similar dress and black gloves. Click on the photo for a larger view.

Hard to tell. But Sonja Heine did make movies. Per IMDB she was 5' 3" tall.

Was Henie that tall? This lady appears to be about 5'6" or taller, judging by her relative height to the seated FDR and to the other two standing gentlemen. Even wearing Mae West's platform shoes, Lombard couldn't have reached that height!

Grace Moore came to mind because she was an FDR favorite, she sang for him at Birthday Ball celebrations, and her coloring and profile look very much like this lady in the photo.

The puzzling thing is that I KNOW that I have seen this photo elsewhere -- either online or in a book -- and the actress was identified both by name and by profession. But for the life of me, I cannot recall where, and of course cannot find it now.

It looks quite a bit like Sonja Henie to me, going by the eyebrows, nose and curled hair.

Frankly, I'm stumped. This blonde lady with the tight little sausage curls has been identified as Carole Lombard, but I'm 99% certain it is not her. The lady is much too tall, for one thing. Next, Lombard NEVER wore that hairstyle, even when it was the height of fashion. This lady's nose appears much too large for it to be CL.

I keep seeing Dietrich or Grace Moore, but am thoroughly puzzled at this point --

Class? Anyone? Bueller?
