Winner of the 1965 Moscow International Film Festival ….

War and Peace (Part One) (1966) Sergei Bondarchuk, Russia.  

[I have put War and Peace in 1967 as I regard this now as one film.   Part Two was released in 1967.  Another interesting thing is this festival would make Part One a 1965 release which no one has picked up on.]

The Best Picture winner of the 1968 Golden Horse Film Festival was …

The Road (1967) Hsing Lee, Taiwan.

This one stumped me.  I couldn't find a poster image or photographs for this film.  But here is lead actor Tsui Fu-Sheng (1931-2013) ...

Danger!! Death Ray - Scientist Jean Karl Michael invents a death ray, but insists it's for peaceful purposes only. Some bad guys steal the death ray and kidnap the scientist. Enter Bart Fargo (Gordon Scott), super secret agent and friend to all the ladies. The choreography and effects are terrible in this one with the helicopters and submarines very clearly being literal toys. Production wise this is a 3/10 but from enjoyment it's an 8/10. It's just too terrible to pass up. I recommend it.
