oh, it's Isn't a Lovely Day to be Caught in the Rain! I could hear Fred singing the lyrics you posted, but not the whole song at first.

No idea of the answer on that one, but I'll toss out another (and very easy one), if for no other reason then to try and get a bit more activity in the genre fora.
