No, CF, Mickey Rooney was actually #1 at the box office at the very end of the 30's and then going into the 40's, but I could see where you might think it would be him.  This was someone even shorter.

And we have a winner!  Edward G. Robinson and Judy Garland were never the #1 box office star, but Shirley Temple was for 4 consecutive years from 1935 through 1938.
