Unfortunately, I have no idea. I recall lush, green countryside and a young girl taught to weld by _________ (father, uncle, grandpa?).

I am trying to locate a movie about a girl welder, and I'm NOT talking about Flashdance. It never was a blockbuster, I'm guessing the movie is between 10-20 years old. It is about a young girl that learned to weld and used it as an art form. Does anyone know what film this was?
