AT LAST I solved it myself!!!

It was Jerry Lewis talking to himself and it was a film called Scared Stiff !!

Now if I could just buy a copy of the film!!

All I can remember about the film is

 

A guy is being chased my the mob and he talks to himself in a mirror

 

"they got guns you can get a gun they have blackjacks you can get a blackjack but they got muscles you can get a blackjack"

 

Its a really funny scene but i cannot remember the name of the film or the actor talking to himself.
