[Looking for the title of an OLD movie]

Years ago I saw a movie on tv. It was about how two towns in the west were fighting over either the county seat or state capital, because they were always fighting the women had to run the towns. Every town office was filled by a women. Finally the women joined together and moved to a fort and refused to allow the men in nor did then go out. They were using Lysistratian tactics. In order to solve the conflict. If anyone knows the name it would be great to finally track it down.
