That is in *From Here To Eternity*. In the novel, a General at a stag party makes the comment to Captain Holmes -- to make the point that Capt. Holmes can not afford to let Pvt. Prewett refuse to join the boxing team. I do not remember how the point is made in the theatrical movie. The TV miniseries remake follows the novel, having a General played by Andy Griffith give the speech.
