Not a pirate movie. Not sure about the port. Movie about a English Naval officer in old sailing days

I trying to find a title of a movie? It?s about English officer searching for three French boats. He locates them at a port with a fort on top of hill. He sinks the boats but his boat gets sunk and his crew is captured. The officer and two other men are taking away. The officers escape. They pose as three Portuguese officers. They end up at a port where they find a boat and escape back to England. I believe it was made either in the twenties or thirties. Thanks
