[Help Identify B/W movie]

Need help identifying black and white film... a silent film with music. I believe it is a light-hearted comedy based on the scene described below.

 

Scene was located in the men's changing room at a swimming pool. There was a narrow hallway lined with small changing rooms. Two men awkwardly struggle in the confined area to change into their swimming garments.

 

I believe one guys elbow ended up in the other ones eye and one guy put his arm in the other guys swimsuit. Something like that. Sorry I cannot provide more information.

 

Anyway I'm hoping to identify this movie and gift it to my father.

 

Any ideas?
