Clues: It's from the mid-1930's. Based on a very well-known and popular book by a very famous author. Another clue: The scene in which this line is said comes near the beginning of the story.

That is not the real 1940 Columbia Pictures trailer for "Blondie on a Budget". That looks like something put together by King Features about 1966 when they syndicated the Blondie movies to TV (and criminally and needlessly chopped off all the original Columbia titles & credits. And if that wasn't bad enough they made up new titles & credits with a terrible and obnoxious song to accompany their new titles.) That trailer has that awful King Features Blondie theme music playing thankfully softly in the background. Fred posted the link to see it on YouTube and someone there posted a comment giving the name of the narrator of the trailer. It's not someone I'm familiar with, but I will not reveal the name in case anyone still wants to listen and guess. .
