Well, Napoleon is often on lists of Great Dictators, so I'm not the first to label him that way. But in any case, it’s just a Chaplin reference not to be taken too seriously. I had understood from what I had read that NAPOLEON (1927) was about his rise and fall, since he ends up in prison sometime in part 3. But that is based on my reading of the synopsis of the film -- it's not like I have time to watch a movie this long!
