[Looking for Title]

I saw a movie around 8 years ago, on the Canadian channel 'Showcase'. I believe it was made in the 90s and is subtitled (can't remember the language). It is set in an Eastern European city, where the main character works as an executioner in a firing squad. During the course of the movie, hundreds of people in all shapes and sizes get sent in front of him in groups of say 6, ordered to undress and are shot. The movie chronicles his life, and how he deals with what he is doing.

 

I caught this movie around 1/4 of the way in, and it haunts me. I would love to know what its name is but my google skills fail me.
