Not *Breaker, Breaker*. One plot revolves around the trucker who's injured and his dilemma about his two wives who found out about each other. One of them is played by a supporting player of *Steel Magnolias.* Another plot is about two brothers who don't really get along. One of them is patrolling the area for abusers of this type of communication, which is the title of the movie. That brother is played by an actor whose most famous role was in a movie with Ron Howard and Cindy Williams. That should help without telling too much. I do have a final hint, in case it's needed, though.
