Not positive, but it looks like Lowell Sherman, who starred in Bachelor Apartment with Irene Dunne.

He had roles in three Deanna Durbin films, but may be associated mostly with quickie b-pictures, that were mysteries, with stars like Jane Wyman and Alexis Smith, and he played the title character in a 1943 horror film. He later made appearances in short adventures or westerns in the 1950s, one with George Montgomery, and he also made appearances on tv westerns.{font}
