I think it's Cliff Edwards (Ukulele Ike). He sang "When you Wish Upon A Star" from Pinocchio", winning the award. He also sang "When I See An Elephant Fly" from "Dumbo" in Oct, 1941...and he sang "Singin' In The Rain" in 1929, later on becoming the title of a movie. Another song that became a movie title was "I'll See You In My Dreams", the biography of Gus Khan...

Thanks, Lana. One mistake in that movie is that the stars were supposedly being chased by Apaches in Mexico, but the Indians had Mohawk haircuts typical of Indian from the New England and the Great Lakes areas....
