Thanks for the elaboration, NoShear. The Royal Navy is what I was looking for. There is an OSS connection in that Fleming helped draft the plan that would create the American Office of the Coordinator of Information, which became the Office of Strategic Services, and eventually the Central Intelligence Agency. It's your thread.
