I only watched the beginning of this film years ago. It was in black and white with a child actress in it, who was already a teenager (I remember it seemed odd, that's why I'm thinking Judy Garland or Shirley Temple). It is the story around a young girl (mid teens) who is part of a large musical family. A new neighbor moves in, a handsome young businessman (possibly from New York). She goes over to meet him with her younger brother, who steels the glass doorknobs (it's a thing he does). She is all bubbly as she exclaims that she will go to New York someday to become a famous actress or singer. Later the new neighbor is throwing a party. She gets her guy friend (who has a crush on her) to push her over his wall/stonefence and she joins the party. He is amused to see her there.
