I saw this movie back in 1975. My 5th grade teacher showed it every year.
This is what I remember:
It is black and white.
Story involves two sisters who are "gypsies", during the depression, I think.
They move to a new town, and start school. They are picked on because the only shoes they have are worn out sneakers.
They sell paper flowers they have made, so they can raise money to buy shoes. The girls offer the flowers to a bunch of men, who initially decline buying the flowers, but buy them all when they see the condition of the girls' shoes. The men give the girls the money, but tell them to keep the flowers to sell to someone else.
The girls carried their lunches to school in lard cans.
That is about all I can remember.
