I found out the name at another film site. It is called

h1. Mr. Hulot's Holiday ([1953|http://www.imdb.com/year/1953/?ref_=tt_ov_inf])

[Need Film Title]

I think it was made in the 60's. I believe the title is one word. The film has almost no dialog. The main character is a man who is traveling as a tourist. When he speaks its almost like a mumble. He is moving quickly from scene to scene. It's a comedy. The sets are fantastic. It was not made in the USA. I wish I could describe more. TCM has shown it several times. Driving me crazy not knowing.
