[Movie Plot like "The Producers"]

Some time ago my wife and I watched a TCM movie that predated Mel Brooks' "The Producers" that had a similar plot idea where a producer sold more than 100% of a play or movie and attempted to produce a flop.  This movie was not a comedy like "The Producers" but a murder mystery.  My wife believes that Ricardo Cortez stared in the movie, but we are not sure of that.  

 

I am hoping that one of my fellow lovers of TCM can help me remember the title of that movie.  It is driving us crazy.  Ah memory, wish I still had one.
