I believe it's Harold Russell, who won his Oscars for his performance in The Best Years of Our Lives. -
This is one of my favorites, too. The little owl was so cute. I found out that the boy who voiced "Owl" Jolson was Tommy Bond, who played "Butch" in the Our Gang (aka Little Rascals) films.

Speedracer, you may be thinking about a cartoon called "Water, Water Every Hare". It is very similar to "Hair-Raising Hare". Here's a video clip of the hairdressing scene:

Thanks, Miles. Next: This 1940s musical was based on the life of a well-known dancer (who also happens to be the star of the film). This dancer has been an inspiration for many dancers, including Sammy Davis Jr. and Ann Miller. Please name the musical and the dancer. Bonus points: In this same 1940s musical, a well-known dancing duo practically stole the movie with a show-stopping dance number. A popular singer and his band accompanied them as they danced. Please name the dancing duo, the song that they danced to, and the singer whose orchestra accompanied them.

It is the song "Happy Feet", which shares the same title as an animated film from 2006? Bing Crosby sang this when he was still a part of a group called The Rhythm Boys (a group called The Sisters G. sang with them.) The movie that Bing sang the song in was King of Jazz (1930).
