I've got it! I know the girl, and the movie, also found the photo. I'll wait to see if anyone else gets it. She is definitely not Gladys George, nor Louise Fazenda, but he is definitely Grant Withers (thanks Violet).

That does look like Withers, but I'm not sure about Fazenda.
