Identify this film

I'm looking for the title of this film featured on TCM in September last year.

It's at the 1.14 mark, after Bette Davis and before Conrad Veidt. Thanks for any help!

My first guess was Aelita: Queen of Mars (1924), but I can't find a picture to corroborate it. I'll keep looking...

This is from a very oddball dance number in the British musical EVERGREEN (1934) with Jesse Matthews. The number is "When You've Got a Little Springtime in Your Heart" and the sequence travels back in time - this is the 1914 section where chorus girls are turned into bullets on an assembly line - or something to that effect.
