The way to deal with this is as part of the agreement to build the pipeline the oil companies that own\use such a pipeline are fined 1 million dollars for each gallon of oil that leaks. Hey, since they say the pipeline will not leak, they should agree to such terms. Often this type of agreement helps ensure these companies build a pipeline that doesn't leak (e.g. spend the dollars necessary for a sound one), or gets the company to rethink their plans and not build a pipeline at all. 2 Link to post Share on other sites
