Since it is part of the NDAA, it may be possible for Senate Dems to pass it as a reconciliation bill, which only requires 51 votes.  One thing is that Congress' lateness in passing  NDAA's really offends those in the military.  It also irritates the defense industry as it affects their planning, hiring and so forth.

Regardless, it does not surprise me that GOPers would vote against it.  On the other hand, the FBI, DHS and DOD probably are not in favor of it either and contacted their friends in the House.   If so, they may very well find some Dem friends in Senate to vote to remove the amendment.

Regardless, it would be an onerous task for the departments to carry out at a time when they already have many other tasks to carry out.  In addition, the military is falling short in recruiting.

From the article:  If the amendment survives Senate scrutiny, it would mandate the chiefs of the FBI, Department of Homeland Security, and Department of Defense to produce a report assessing the extent of white supremacist or neo-Nazi activity in their ranks and how they plan to address it. They’d have 180 days from the enactment of the National Defense Authorization Act to compile that report.

Viktor Orban's speech Saturday caused his own adviser to resign and label the remarks a "purely Nazi diatribe worth of Joseph Goebbels" and yet CPAC won't disinvite him from their event in Dallas next week.
