This is beyond Trump’s power. Congress has delegated to the president broad powers over foreign immigration but not power to restrict movement within or among the states. Such powers are reserved by the 9th & 10th amendments to the states & the people.

Anyone who has seen trump give a speech knows that his reading ability is far below that of the average high school student....

And anyone who knows anything about the last three years knows that he has no respect for the US Constitution. So I really doubt that he's aware of what his powers are and are not.

 trump has spent his whole life bullying  and trying to intimidate people because basically, like most narcissists, he has an inferiority complex.

All the acclaim and recognition that Governor Cuomo has gotten for his professional management of the New York City pandemic, along with  America's admiration for his honest sincerity in caring about New Yorkers, has rankled trump and caused his resentment.

 This threat of a quarantine would be an opportunity for trump to not only harass Governor Cuomo--

 but also to try and show that he has more real power than his rival.

It's truly tragic to see this sociopathic  behavior in an American president at a time of national crisis and tragedy.

 State Governors are in dire situations where hundreds of Americans are dying everyday.

It's unbelievable that with a pandemic that has already taken the lives of more than 5,000 Americans,

 we have a president who is ego tripping and expects special treatment from Governors who are just trying to get equipment and supplies for dying Americans.

To give an example of how different Obama was--

When Chris Christie's New Jersey had that horrible hurricane, Obama personally came to the state and did all he could to help New Jersey. 

When Chris Christie profusely thanked him, a lot of Republicans were mad at Christie.

Obama was a public servant who knew his duty and was not compelled to punish people who were political adversaries, when  American citizens needed help.

 And this Governor knew that as President, Obama had a lot of leeway and Obama gave him everything that he wanted.

Personal feelings and political animosity should never stand in the way of anything that is necessary for the survival and well-being of American citizens.
