Strange Sherlock Holmes short

You've got to be thinking of

MY GRANDFATHER'S CLOCK (1934) - MGM starring Franklin Pangborn.

If you saw it on TCM, that would be it.

 

There was a similar musical comedy short from 1934 called THE STRANGE CASE OF HENNESSY starring Cliff Edwards (and which I find more enjoyable than the MGM one). This one was made by Van Beuren Productions and released by RKO Radio. It is quite rare and obscure. IMDb doesn't even know about it.
