Closed caption not working

On DISH NETWORK, This happened once before, back in early 2020. The solution then was change your captioning settings from ‘default’ which is 0, to ‘1’.    It worked. The explanation was that TCM uses a different method for CC and not ALL movies have CC. It started again last week, however, no setting fixes the problem this time. Every once in a while I get gobbly goop but it’s just letters, no words. Apparently, this is somehow a TCM issue because CC works on all other networks. I came here to see if anyone was having this issue now. 
I don’t know how to contact TCM to ask. If anyone has any info, it would be greatly appreciated!

I want to know why this continues to happen. It’s like the annual jibberish cc time. The cc is usless and will stay that way until enough hearing impaired complain to TCM. Send them emails, lots of them
