Now, I might be wrong here, but that COULD be a snipet from that great postwar Italian neorealism film, Vittorio De Sica's Smoke Alarm Thieves. AND, which of course was De Sica's followup sequel to that flick he made about a father and son scouring postwar Rome to find their stolen bicycle.
