Judy Garland photo used in the Cast Photos for a movie

I am wondering if TCM is responsible for the cast photos of a movie that show when selecting the Info button on my TV remote? The picture of Judy Garland is, sorry to say, horrible. I'm surprised that such a beloved star has a less than flattering photo while all others actors have great head shots. Who controls these images and how can we get an improved photo to display for Judy  Garland? I have seen this same photo of Judy Garland on TCM while viewing 3 different cable companies. This makes me think TCM is the source for the cast photos. How can this be addressed? Thanks for any assistance in my pursuit of a  better photo.
