Are homeless counted as unemployed?

The unemployment rate measures the share of workers in the labor force who do not currently have a job but are actively looking for work. People who have not looked for work in the past four weeks are not included in this measure.

Democrats don't count the homeless that are not looking for work as unemployed. If they aren't unemployed, then what are they?

I'd say "unemployable" due to no skills, poor mental health,  no  employment experience, ways to make themselves presentable,  no reliable way to transport to any job(car, bicycle or access to bus route)  and what you're "conveniently" forgetting is that much of the homeless are mentally ill patients who were released to the street when many mental health facilities closed due to budget cuts in that area of healthcare.  In Michigan the homeless rate soared when Gov. John Engler(r)  closed nearly all mental health institutions  to help(unsuccessfully) balance the budget.

The title is misleading, many homeless do work but don't earn enough to pay the high rent or a mortgage to own a home.

The unemployment rate defined..

Been seeing these tiny houses for the homeless - couple in my area, rent is $400.00 a month including utilities.  If one is employed could afford it.  Senseless a standard house cost a quarter on a million.
