(Thanks for posting this film which is definitely a "sleeper". Dalton Trumbo's screenplay is taut, chilling, and frightening because the events of JFK's assassination could very well have happened that way. I first saw this film in a movie theater and was riveted. I have seen it on TV, but it's not often shown.)

TCM aired it when Robert Ryan was Star of the Month last year, but you're right, it seldom airs. It's kind of a think-piece, sort of a forerunner to Oliver Stone's political films.
