He's in love with a character (besides Jane Greer's Kathie) named Ann. The town cop is also in love with her. The bellboy delivers his pair of shoes when Kirk Dougles and Joe are there in his hotel room. Very tense scene, because he's afraid it's going to be Kathie knocking at the door, instead of the bellboy with his shoes, he's sent out to be shined.
