FYI..

The Women has one color sequence by [Technicolor|http://en.wikipedia.org/wiki/Technicolor|Technicolor], a scene featuring a fashion show. When interviewed by TCM host [Robert Osborne|http://en.wikipedia.org/wiki/Robert_Osborne|Robert Osborne], director George Cukor stated that he did not like the sequence and that he wanted to remove it from the film.

So your answer is George Cukor...

Ah, wikipedia-

As George Cukor died in 1983 and TCM didn't debut until 1994, I am kind of curious how "TCM host Robert Osborne" interviewed Mr. Cukor.

Was a seance involved?

The OP question is about the opening b&w title sequence, but your Wiki statement is about the color fashion show sequence.
