Need Film Title

I think it was made in the 60's. I believe the title is one word. The film has almost no dialog. The main character is a man who is traveling as a tourist. When he speaks its almost like a mumble. He is moving quickly from scene to scene. It's a comedy. The sets are fantastic. It was not made in the USA. I wish I could describe more. TCM has shown it several times. Driving me crazy not knowing.

If you like this, you will adore the "twin" Mon Oncle, coming up shortly (check the schedule), featuring and made by the same French comedian Jacque Tati, called Mon Oncle. It is one of my all-time comedy favorites and I rate it above Mr. Hulot's Holiday. This comes around on TCM every once in a while, although not as often as Mr. Hulot's Holiday. Don't miss it!
