You've got the SAP or DVS sound track turned on by mistake.

 

Either on your TV, or on your cable tuner box.

 

This is an alternate secondary sound channel for blind people that you need to turn off.

 

Mine on my Directv tuner works on the SPANISH language setting for the sound track. When I click back on ENGLISH, that narration goes away.

 

Look in your instructions manual, or play around with your remote control. Try switching from SPANISH to ENGLISH. or look somehwere to turn off the SAP or the Descriptive Audio Service, or it might have some other name.

Good advice. I think what happens sometimes is that since not every program on every channel has an alternate track, it's possible for it to be accidently turned on weeks or even months before it's noticed.
