I need help identifying a movie!

One night really late a few years ago, I saw an old black and white film and I never caught the name. I really enjoyed it so I was hoping someone could help me!
It was about two brothers. One was a Nazi (sympathizer?) and the other was secretly in the resistance. Eventually things come to a head and the younger brother is imprisoned and sentenced to death. It had a very emotional ending involving the older brother speaking over the loudspeaker (I don't want to spoil it if anyone hasn't seen it!)

I hope that's enough information for someone to recognize it!
If anyone could help me find out the name I would be so grateful!

Seems like I remember such a story in HITLER'S CHILDREN 1943, and a loudspeaker scene near the end of the film.

I remember seeing a film about two German brothers, one living in the US, the other a fairly high-up Nazi, on TCM in the last couple of years. The US brother goes to Germany, pretending to have Nazi sympathies, to be a spy. I can't remember the title. I thought George Sanders was in it, but couldn't find it on his IMDb filmography. If it comes to me later, I'll post it.

Not an exact fit, but you could try Address Unknown ('44) with Paul Lukas.

Another possibility would be NAZI AGENT (1942) with Conrad Veidt playing a dual role - one good American-German and his twin brother a Nazi. It's played on TCM before.
