Garbled Dialog in William Powell Movie

I just watched the movie Rendezvous on TCM and was surprised to find that it had been edited in an unusual way. In a scene where Rosalind Russell stands up Cesar Romero at a restaurant, she points him out to William Powell as "that man in the ****** uniform." The name of the country seems to be purposely garbled. I have the movie TiVO'ed so I rode back and forth over this bit until I was sure there was no way to really know what she said. If I had to guess, I'd say "Russian," but hell, she could have been saying "Dutch" for all I know.

 

I realize that this is a pretty obscure movie, but I would be interested if anyone had any information about it. Who edited the film and why?
