Are features missing or am I not seeing the necessary buttons?

I hope very much that this post is allowed despite it not following the new forum rules.

 

I meant to post concerning a movie, but the "Posting A New Topic" page displayed on my computer does not contain the two buttons/options/features which new forum rules require.

 

This is occurring under both Chrome and IE. 

 

Missing are:

 

1) The spellcheck-like feature which ensures the attempted post does not mention a certain member's bullying, abuse, or tiresome repetition.

 

2) The button to submit the post for that member's determination of which board is the right, proper, and just place for the post.

 

I realize that the Moderators will remove this post because those buttons/options/features were not used in posting this, but I have spent many minutes examining the page, and I can not find how to access them as the new forum rules require.
