From Google, a reboot is "an act or instance of making a change in order to establish a new beginning."

I think a reboot is when a franchise is re-started. With regards to the Sherlock Holmes movies, there is a gap between the two that Rathbone & Bruce did at Fox in the late 30s, and when the franchise was restarted a few years later at Universal in the 40s. In this case, the lead actors remained the same but many other elements were changed. 

I guess we don't need to be too technical about this...but mostly, I think it is when a significant break has occurred in a long-running series, and the franchise is re-started. Key elements may have been altered, such as the gender, age or ethnicity of the main characters.

In 2005, the USA network presented a new version of Kojak with Ving Rhames. Though the wiki page calls it a remake, I would call it a reboot...because there is a significant break from the previous version starring Telly Savalas. Where they have updated it to attract a new audience by changing the main character's ethnic identity.

The recent tenth season of Roseanne  was a reboot of the earlier series which ended its original run in the 1990s. But then it had to be rebooted again as The Conners after Roseanne Barr was fired. In this instance, a slight format change was required when the star could no longer continue in the lead role.

The Bowery Boys are a great example of reboots — they changed their names and rebooted a lot as the Dead End Kids, The East Side Kids, etc
