Mulvaney tries to clean it up: “Let me be clear, there was absolutely no quid pro quo between Ukrainian military aid and any investigation into the 2016 election. The president never told me to withhold any money until the Ukrainians did anything related to the server.”
 
And in case there’s any doubt about what Mulvaney said - here’s a relevant part of the briefing. “That’s why we held up the money.”

This G-7 announcement is corrupt. It's a violation of the Constitution. It's an abuse of power. And Congress can shut it down. I'm introducing a bill first thing next week to stop this corruption in it's tracks. More to come...

One great thing about spending 3 yrs on the Trump Org. beat: we have a big pile of data on revenue, occupancy, etc at Trump businesses that nobody had before. So, when Mulvaney says "Donald Trump's brand is probably strong enough as it is"...we don't have to take his word for it

But as far as the President of the United States is concerned, any and every American can criticize whomever is in that Oval Office because the president works for the American people, not the other way around.

Chris Cuomo had a guest on tonight that claims that Rudy Guiliani's two indicted Ukranians have been funnelling Russian oligarch money to Trump Enterprises in a money laundering scheme for years,  Trump claimed he did not know the two "gentlemen."

White House officials were shocked by Mulvaney’s remarks linking aid to investigations. They expected him to repeat the message that the House was being unfair to Trump and that there was no quid pro quo.
